Can CFPB overturn a student lender decision?

My disputes with FedLoan Servicing is over FedLoan Servicing not counting payments from 2009 toward PSLF.  This is because of mistakes that occurred by Direct Loans, which Direct Loans recognized and acknowledged in writing and stated I should have those payments count toward PSLF, but FedLoan Servicing refuses to acknowledge or recognize this.  I consider payments not counting toward PSLF because of a lender’s mistakes a form of legalized or corporate stealing.  Direct Loans and FedLoan Servicing are the thieves.  Each time I call FedLoan Servicing, I cringe as the representatives are usually unhelpful, ignorant, and always take an apathetic attitude toward my request to have my 2009 payments count toward PSLF.  I was told, for instance, recently by a rep. that I have X number of payments count toward PSLF, so why worry about the 2009 payments not counting?  Sometimes I consider not even pursuing this issue anymore because, despite being a very calm and collected person, I get so riled up having to deal with FedLoan Servicing.   

Anyway, the ombudsman representative told me before by phone that my 2009 payments would count toward PSLF.  On the other hand, she would also state that she can’t make FedLoan Servicing change their decision on not counting those payments toward PSLF.  Now that, as of March 1st, CFPB has supervisory authority over the largest, nonbank student loan lenders, does that mean the Ombudsman can enforce a previous decision (such as in which I was told all of my payments from 2009 would count toward PSLF) even if FedLoan Servicing is being disagreeable about it?

I trust someone perusing this forum has insights into the nature of the relationship between CFPB and large student loan lenders, such as FedLoan Servicing - i.e., whether CFPB, with its new supervisory authority as of March 1st, 2014, can overturn decisions by large lenders such as FedLoan Servicing.  If you do, please feel free to share for the benefit of all.  Thanks.
