My State Doesn’t recognize alternative schools for Teacher Loan forgiveness

I meet all the eligibility requirements for teacher loan forgiveness.  I work at a private non-profit alternative high school. I’m finishing my 6th year.  We work with at-risk populations of students and are more than 60% low-socioeconomic status.  Unfortunately, my students are counted by their sending districts, and are reported to the state that way, and the state, NH, doesn’t have a way to count any non-profit schools.  They refuse to “prioritize” my issue even though they agree my school should be on the list.  Since, they don’t have a method to count it, they won’t.  What can I do?
