To earn PSLF, a borrower must make 120 qualifying payments.  The first possible date anybody could have made a qualifying payment is October 1, 2007.

But the only payments that count as qualifying payments are the “right kind of payments” on the “right kind of loans” made while working full-time for pay in the “right kind of job.”

So IF, and only if, a borrower already had their federal student loans in the Federal Direct Loan program, AND had chosen a qualifying repayment plan (usually IBR but maybe an earlier available plan called ICR) could the payments possibly count.

The job in public service is only one part.  You don’t get credit towards forgiveness for having done public service.  Instead, you get credit towards forgiveness for making payments.
