Need advice before we borrow, don’t want to be sorry down the road…

Heather, can’t tell you how impressed, appreciative, and encouraged I’ve been in reading your website. 
I’m a parent of graduating high school senior.  Hubbie and I are in the (apparently) unenviable position of making too much money - but not enough to afford the outrageous costs of colleges today.  Even those in our home state (CA) are through the roof.  Daughter wants to pursue international relations and then law.  Schools thus far offer her modest grants but we will clearly be borrowing a substantial sum.  Need to make a decision soon….
I’ve poured through your website, forums, newsletters and cannot find this answer:  If we take out Parent PLUS loans can they be consolidated down the road with her loans?  Her dad and I are both in public service, which she may also pursue; if so, we want to make sure we’ve approached this so her student debt could be considered/structured for Income Based Repayment, and then, with qualifying public service (10 years) be forgiven.

Thank you for your kind words.  The answer is NO, Parent PLUS loans cannot be consolidated with your daughter’s other loans and they won’t be repaid based on her income.  The Parent loans would be yours and your husband’s obligation.  Parent PLUS loans are technically eligible for PSLF (based on your service, not your daughter’s) but they aren’t eligible for IBR or it’s predecessor ICR.  Parent borrowers may consolidate Parent PLUS loans into a Direct Consolidation Loan and include their own student loans, but consolidation loans that repaid Parent PLUS loans aren’t eligible for IBR either.  They are, however, eligible for repayment under ICR, but it seems mainly hypothetical to me that a Parent borrower could get a low monthly payment under ICR and/or have anything left to forgive on a consolidation loan including Parent PLUS loans after making the required payments.  Ridiculously complicated enough for you?

BTW, I’m in a similar spot.  My eldest starts college this year.  Our daughter will have to borrow Stafford loans, and we’ll be getting a Parent PLUS loan.  Yikes.
