PSLF for overseas work with out a US connection or EIN

Hi,

I work for a public university in Europe, which doesn’t have a EIN and had my Employee Certification rejected.  Is it possible to contact a lawyer after the ten years are up to certify my employment, or is a US Connection or EIN required to participate.
