Accreditation - financial aid vs. deferment

After more research on the subject, I believe I have discovered a large “gap” in the Title IV program.  Why would the academic institution need to be accredited for a student at that institution to get a deferment on previous loans?  It appears that the accreditation process is designed to permit institutions to administrate federal funds - as in financial aid programs.  For a student deferment, the institution would not need to administrate any funds.

As a follow-up, we found the Federal School Codes for foreign schools…there are only 4 listed in Spain.  According to my daughter’s fellowship, there is no stipulation as to which school she should be enrolled in, as long as they have the doctorate degree she seeks.  So, she considered the possibility of enrolling in one of the listed Spanish schools.  When she asked the ED about those schools, they denied that they are actually accredited.
