Hi,
I’m a contract employee for a state agency, but my pay is calculated by the number of forms I fill out, not the number of hours I work. The agency doesn’t even ask me how many hours I work. Do you have any idea how I can figure out if this will count towards public interest loan forgiveness?

Well, full-time is an annual average of 30-hours per week, unless the employer has a higher internal standard of what counts as full-time. But I am sorry to tell you that government contractors are not in qualifying employment even if they do work full-time! Unfortunately, the regulations specifically exclude government contractors. I’m guessing your employment status may be self-employed?
I work full time for a 501(c)(3) that is only able to pay me for 15 hours of work a week - so essentially I’m volunteering 20 or more hours each week. Is it only a higher internal standard for full time that can count for PSLF, or could my employer adopt a standard of full time employment lower than 30 hours a week that I could use to qualify for PSLF?
Nope. The employer standard only applies if it is greater than 30 hours per week.
