Will the Dept. of Education Abide by a Divorce Judgment?

At the time of my divorce my ex-husband was feeling particularly guiltly about his sins, so he agreed to pay for all of the marital debt.  Particularly, he agreed to pay for my student loans because I did not get to finish my education because of what he did.  Years later, the three student loans have gone into default due to non-payment and/or late payments and of course the credit repercussions and threats of garnishment are all against me since the loans are in my name alone.  Not to mention, I owe more now than I did at the time of my divorce due to penalties and interest.  Is there an attorney at the Department of Education that I can send my Divorce Judgment to that would then re-issue the loans in his name?  Would I have to get a specific court order asking that the loans be put in his name or would that help either?
