I am interested seeking court appointments to represent indigent individuals. My goals are that these will be most of my workload. If I worked at least 30 hours a week on court appointments, would this meet the Public Service Loan Forgiveness job requirements?

I did the same work for years and it is valuable - thanks for doing it.  That said, doing contract work for the government is explicitly excluded from the definition of “government” employment.  You’ll need to look to whether your Employment qualifies, not whether your clients are poor or your duties are public in nature.  Self-employed? (for profit and not qualifying employment); Employed by a private firm?  (for profit and not qualifying employment); Employed by a NON PROFIT law firm? (well OK!  full-time paid work for a 501(c)(3) is qualifying employment).
