Maintaining payment history while transferring to IBR

Hi,
I’m new to the site and to the student repayment programs. I’m actually asking on behalf of my sister. She has been a state social worker since 2010, just prior to entering the Public Service Loan Forgiveness program.

She has paid high monthly payments in this program for 4+ years ($500+ monthly, net income under $30k). We just recently found out about the IBR and she has started working to transfer into the program. One thing she has been told is that the IBR is a new loan program and did not exist in 2010, therefor the previous 4+ years of payment will not transfer and she will have to restart the 10 yr clock.

After having searched through your forums, I see questions regarding IBR dating back to 2010 and am wondering if what she has been told by the loan officer is correct.

Is this indeed accurate information? If not, who could she talk to ensure that the previous payment history transferred into the IBR program?
