Obviously a few questions come up when looking at the overview of this bill.

1)Is it more likely to get passes because it has bipartisan support?

2)If passed, what ramifications would it have with respect to the Obama PAYE changes proposed last month?

3) Would the 10% factor in spouse income, as IBR and PAYE do currently?
