Government student loan default = Inactive License

HI!
My husband is a dentist and he defaulted on his HEAL student loan. Apparently, 2 years ago, a law was passed saying that those that default on a government student loan will have their license “inactive” until a repayment plan has been agreed upon. Their initial repayment proposal was way beyond our financial ability to pay. We have given them everything they have asked for; bank statements, taxes, pay stubs and some things, we have given them 2 and 3 times. My husband has not been able to practice dentistry for 5 months now. He was an associate at a dental office that had just been bought out by a big corporation. He has now been terminated from the office. He has lost all his patients and our health insurance. He has not been presented with any repayment proposal in about 2 months. How do they seriously expect him to pay anything or anyone back if there is no income? Is there a time frame for this? I am afraid that if we can’t afford their next repayment proposal, it will take another 5 months? i am a school teacher. Besides the fact that we make “peanuts”, we don’t work the summer either. Can you please tell us if there is anything we can do to expedite this? We have a lawyer working on this, but I feel as if his hands are tied and its all just a waiting a game.
