Can student loans be used to pay for expenses when living in another country (but studying online)?

For example, if I study at a community college online and live in the Philippines, can I use student loans to pay for housing and food? This is assuming I’m a US citizen with parents living in the US.

If this is possible, how can I find out the total amount I can borrow?
