IBR recertification while in in-school deferment

My husband and I have a healthy income of $170,000, however, we have quite a bit of student loan debt between us (>$350,000).  I am a nurse and qualify for Public Service Loan Forgiveness.  I am in graduate school right now.  Both my husband and I were previous enrolled in IBR.  Mine expired, and so did his.  Mine was in in-school deferment at the time so my payments are on hold, and we placed his in forbearance while we submitted the paperwork and waiting for reprocessing into the IBR program.

FedLoan servicing has now bounced my application back to me three times and it has been months of waiting and frustrating paperwork!  On this latest occasion, it was denied fully, saying I don’t qualify for Partial Financial Hardship.

With my loan in deferment status, I don’t qualify.  But if it was placed into repayment on a standard repayment schedule with my husbands also in repament I certainly would.

I want mine in repayment, in IBR status as soon as possible.  I also want my husband’s loan back in repayment.  We are accumulating tons of interest as these application go back and forth. 

What should I do?  I am thinking that I need to reactivate my payments (and maybe his) and then re-apply for IBR.  Please help, I need this resolved, and soon!
