Do state judicial clerkships constitute public service employment?
A graduate of mine is taking a position as a court attorney for a New York State Housing court judge. Technically the employer is the NYS Unified Court system. Does this meet the definition of public service employer? What are the ground rules for judicial clerkships—are there any notable exclusions?
